About this opportunity
The Naval Air Systems Command (NAVAIR), V-22 Joint Program Office (PMA-275), seeks engineering, management, technical, and acquisition efforts for the sustainment of the Fiscal Year 2027 V-22 Tactical Software Suite, specifically addressing V-22 Problem Reports (VPRs). The procurement encompasses software product updates, qualification testing, air vehicle integration, airworthiness substantiation, flight test demonstration, and validation/verification activities for Fleet Software Releases supporting MV/CMV/CV-22 variants. This is a sole-source procurement action issued under Basic Ordering Agreement N0001922G0002, justified under Title 10 U.S.C. 3204(a)(1) and FAR Part 6.302-1 based on the unique capability requirements. Although this is not a competitive solicitation, the Government invites interested parties to submit capability statements within 15 days of this notice's publication (by February 4, 2026) for consideration, with final determination to compete or proceed with sole-source award remaining solely at Government discretion.
The procurement carries no set-aside designation and is intended for award to Bell Boeing (BB) Joint Project Office on a sole-source basis, as BB JPO is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and the only known source possessing the requisite engineering knowledge, technical expertise, and complete engineering and technical data necessary for performance. The estimated period of performance spans two years, with a planned award date of May 31, 2027. The specific contract value is not disclosed in this pre-solicitation notice. This delivery order effort directly supports the continued operational capability and modernization of the V-22 platform across the Marine Corps and Air Force variants through comprehensive software sustainment and validation activities.
