About this opportunity

The Department of the Navy Naval Air Systems Command awarded Delivery Order N0001926F1166 under Basic Ordering Agreement N0001925G0009 to Raytheon Company on September 21, 2026, for engineering, management, technical, and acquisition efforts in sustainment of the FY26 V-22 Tactical Software Suite.

The delivery order covers software product update, qualification test, and integration into the air vehicle, airworthiness substantiation, flight test demonstration, and validation/verification for Fleet Software Release addressing V-22 Problem Reports across MV/CMV/CV-22 variants. The contract was awarded on a sole-source basis under Title 10 U.S.C. 3204(a)(1) and FAR 6.302-1. Raytheon, as the original equipment manufacturer and sole contractor since 1997, possesses the requisite knowledge, technical data, and experience; award to any other source would result in unacceptable delay to fielding, particularly given October 2026 software release timelines and the 24-month minimum required for a new contractor to establish necessary classified software testing infrastructure and certification. Work is performed at Raytheon's El Segundo, California facility and on-site at Hurlburt Field, Florida. Award value is $35,114,308.

Notice text

Naval Air Systems Command, V-22 Joint Program Office, PMA-275 awarded Delivery Order N0001926F1166 under Basic Ordering Agreement N0001925G0009 to Raytheon Company on a sole-source basis for the engineering, management, technical, and acquisition efforts for sustainment of the FY26 V-22 Tactical Software Suite (TSS). This effort requires software product update, qualification test, and integration into the air vehicle, airworthiness substantiation, flight test demonstration and validation/verification for the Fleet Software Release that resolves V-22 Problem Reports (VPR) for the MV/CMV/CV-22 variants.

This action was awarded on a sole source basis to Raytheon Company in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1) (formerly Title 10 U.S.C 2304(c)(1)) as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Raytheon is currently under contract for similar efforts for the V-22 program.  As a result, Raytheon is the only source that possesses the requisite knowledge, experience, and technical data to perform the required efforts within the timeline required by the Government, and award of the efforts listed above to any source other than Raytheon would result in an unacceptable delay to fielding the requirement.

This action was synopsized under Related Notice ID N00019-25-RFPREQ-APM275-0047.

Awarded contract N0001925G0009 to RAYTHEON COMPANY for 35114308.00 on 2026-09-21.
