About this opportunity

The Naval Air Systems Command V-22 Joint Program Office (PMA-275) intends to issue a sole-source delivery order to Raytheon Company under existing Basic Ordering Agreement N0001925G0009 for V-22 Tactical Software Suite sustainment services for Fiscal Year 2026. The procurement covers comprehensive engineering, management, technical, and acquisition efforts including software product updates, resolution of V-22 Problem Reports (VPRs), qualification testing, integration into air vehicles, airworthiness substantiation, and flight test demonstration and validation for Fleet Software Release covering MV/CMV/CV-22 variants. The sole-source award is justified under Title 10 U.S.C. 3204(a)(1) and FAR Part 6.302-1 as only one responsible source can satisfy agency requirements, with Raytheon currently under contract for similar V-22 program efforts. While this is not a competitive solicitation, interested parties may submit capability statements within fifteen days of the June 26, 2025 posting date for government consideration. The response deadline is July 10, 2025, though the government retains sole discretion in determining whether to conduct competitive procurement based on received responses.

This procurement does not utilize any set-aside designation and identifies Raytheon Company as both the incumbent contractor and intended sole-source awardee for the delivery order. The contract includes a two-year estimated period of performance with a planned award date of May 31, 2026. The procurement falls under NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing and PSC code 1680 for Miscellaneous Aircraft Accessories and Components. No specific contract value or budget range is disclosed in the pre-solicitation notice. Potential subcontracting opportunities are available through Raytheon's designated contact Zach Phelps. The effort specifically targets sustainment of tactical software systems across multiple V-22 aircraft variants including the MV-22, CMV-22, and CV-22 platforms.
