About this opportunity

The Naval Air Systems Command (NAVAIR) intends to award a sole-source modification to an existing Delivery Order with Bell Boeing Joint Project Office for additional qualification testing and engineering changes related to the V-22 Osprey aircraft's Proprotor Gearbox (PRGB) Input Quill/Clutch. The modification will include specialized requirements such as Triple Melt processing of inner and outer races, addressing corrosion and stress-related engineering challenges for MV-22, CV-22, and CMV-22 aircraft variants. The procurement is being pursued under Title 10 U.S.C 3204(a)(1), which allows for non-competitive procurement when only one source can satisfy agency requirements. Interested parties have fifteen days from the publication date (February 13, 2025) to submit capability statements, though the government retains sole discretion on whether to compete the contract. The agency has determined that Bell Boeing is the exclusive source with the necessary engineering and technical expertise for this specific project.

The pre-solicitation notice indicates no specific set-aside designation and does not provide detailed budget information for the modification. Bell Boeing is identified as the sole designer, developer, and producer of the V-22 Tiltrotor aircraft, making them the exclusive potential contractor for this Non-Recurring Engineering (NRE) effort. The contract modification will be executed under existing Basic Ordering Agreement N00019-22-G-0002, with the specific delivery order being N0001923F2620. The modification focuses on engineering change proposal (ECP) Step 1 efforts, targeting specific technical improvements to the aircraft's propulsion system components. While exact quantities and precise financial values are not specified in the notice, the procurement is clearly targeted at enhancing the technical capabilities and reliability of the V-22 Osprey aircraft's critical mechanical systems.
