About this opportunity

The Naval Air Systems Command (NAVAIR), specifically the V-22 Joint Program Office, intends to negotiate and award a firm-fixed price delivery order under Basic Ordering Agreement N00019-22-G-0002. The procurement focuses on purchasing remaining Osprey Drive System Safety and Health Information (ODSSHI) kits, installs, and spares to retrofit the entire fleet of MV-22, CV-22, and CMV-22 aircraft. The contract will be awarded on a sole source basis to Bell-Boeing Joint Program Office under Title 10 U.S.C. 2304(c)(1), which allows for a single source procurement when no other supplier can meet agency requirements. Bell-Boeing is deemed the sole responsible source due to being the developer, designer, and manufacturer of the V-22 aircraft, with exclusive access to necessary technical data and expertise. Interested parties may submit capability statements within 15 days of the May 8, 2025 publication date, though the government retains sole discretion to determine competitive status.

The pre-solicitation notice indicates no specific set-aside designation for this contract opportunity. While an exact award value is not specified, the procurement encompasses retrofit kits and installation services for the entire V-22 Osprey aircraft fleet. Potential subcontracting opportunities are available, with point of contact information provided for Shanell Jett from Boeing and Melissa Holland from Bell Flight. The contract falls under NAICS category 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing, and PSC category 1510 for Fixed Wing Aircraft. The response deadline is set for May 23, 2025, providing potential contractors approximately two weeks to express interest or submit capability statements. The procurement is specifically managed by the Department of the Navy's Naval Air Systems Command, a defense agency responsible for aircraft system acquisitions.
