About this opportunity

The Naval Air Systems Command (NAVAIR) is procuring recurring and nonrecurring work along with associated hardware and tooling required to produce and deliver V-22 Life Limited Aircraft Corrections (LLAC) MV Kits. This procurement will be conducted as a modification to an existing Basic Ordering Agreement (N00019-22-G-0002, delivery order N00019-24-F-2586) on a sole-source basis to the Bell Boeing Joint Program Office. The primary qualification requirement is that the contractor must possess comprehensive knowledge, expertise, and proprietary engineering and technical data specific to V-22 Tiltrotor aircraft design and production. No formal evaluation criteria have been specified in this pre-solicitation notice, as this is a sole-source procurement rather than a competitive solicitation. The capability statement submission deadline is fifteen days from the publication date of December 8, 2025, with interested parties able to submit statements until December 23, 2025; however, this notice is explicitly not a request for competitive proposals, and the Government retains sole discretion in determining whether to pursue competitive procurement.

No set-aside designations apply to this procurement. The incumbent contractor is Bell Boeing Joint Program Office, located at 401 Tiltrotor Drive, Amarillo, Texas, which is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and the only known source capable of providing the requisite technical expertise and proprietary data. The pre-solicitation notice does not specify an award value or budget range for this modification. Bell Boeing is being pursued on a sole-source basis under the authority of FAR Part 6.302-1, citing the absence of any other responsible source capable of satisfying the Government's requirements. For subcontracting opportunities, interested parties should contact Michael Lee at Michael.F.Lee2@boeing.com.
