Bell Boeing is being selected on a sole-source basis under FAR 6.302-1 authority, as they are the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and possess the exclusive knowledge, expertise, and technical data required for this effort. While this is not a competitive solicitation, interested parties may submit capability statements within fifteen days of the notice publication date of July 30, 2025, which the government will consider solely to determine whether competitive procurement is feasible. The overall response deadline for this pre-solicitation notice is August 30, 2025.

Bell Boeing Joint Program Office, located at 401 Tiltrotor Drive, Amarillo, TX 79111, is the incumbent contractor and sole source for this requirement due to their unique position as the original equipment manufacturer of the V-22 aircraft. The notice does not specify contract values or budget ranges for this delivery order. For companies interested in potential subcontracting opportunities, contacts are provided including Jen McKeon at Boeing and Shari Askew for supplier diversity initiatives.
