About this opportunity
The Naval Air Systems Command (NAVAIR) intends to award a sole source contract to Rolls-Royce Corporation for AE1107C Production and Spare Engines supporting the V-22 Osprey Tiltrotor Aircraft. The procurement will be conducted under Title 10 U.S.C. 2304(c)(1), which allows for a non-competitive acquisition when only one source can satisfy agency requirements. Rolls-Royce is being selected as the sole designer, developer, and manufacturer of the AE1107C engine, with unique technical capabilities that preclude competitive bidding. The government lacks the necessary technical data package rights to support a competitive procurement process. The pre-solicitation notice is informational and not a request for competitive proposals, with interested subcontractors directed to contact Nicola Baker at Rolls-Royce.
The contract is not set aside for any specific category of business and is scheduled for a two-year period covering fiscal years 2025 and 2026. NAVAIR plans to procure an estimated 10 production engines and 5 spare engines for the V-22 aircraft, with potential contract extension based on funding or operational requirements. The procurement falls under the Aircraft Engine and Engine Parts Manufacturing NAICS code 336412 and the Product Service Code 2840 for Gas Turbines and Jet Engines. The solicitation was posted on April 2, 2025, with a response deadline of April 17, 2025. While specific contract value was not disclosed, the procurement represents a significant investment in maintaining the V-22 Osprey's operational capabilities through dedicated engine production and spare parts acquisition.
Notice text
The Naval Air Systems Command (NAVAIR) intends to award a sole source follow-on contract to Rolls-Royce Corporation (RRC), Indianapolis, IN, for AE1107C Production and Spare Engines, and related tasking, for the V-22 Osprey Tiltrotor Aircraft in support of the United States Government (USG). The Government anticipates award of a two year contract for the procurement of an estimated 10 AE1107C production and five (5) spare engines for the V-22 aircraft. The period of performance for the procurement of the AE1107C production and spare engines for the V-22 aircraft and related support will be from FY2025 through FY2026, but may be extended dependent upon funding or emergent operational requirements. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” As the sole designer, developer, and manufacturer of the AE1107C engine, RRC is the only source with the requisite knowledge, experience and technical data necessary to manufacture, delivery, and integrate the AE1107C engine on the V-22, and is therefore uniquely qualified to perform this effort in the timeline required. The Government does not possess adequate license rights to the required technical data package necessary to support a competitive procurement to fulfill the requirement herein.
This synopsis is for informational purposes only and is not a request for competitive proposals. Companies interested in subcontracting opportunities should contact Ms. Nicola Baker at Nicola.Baker@Rolls-Royce.com.
