About this opportunity
The United States Department of Agriculture (USDA) Forest Service, specifically the Uinta-Wasatch-Cache National Forest, is seeking engine repairs for a 2017 International 4400:IH Hotshot Crew Transporter (EN #8058) located in Logan, Utah. The primary repair involves addressing an engine oil leak around the air compressor system, which requires replacing front and rear engine covers, gaskets, oil pump housing, and associated components. Contractors must provide detailed quotes for all 18 line items, including labor and specified parts, and are required to obtain prior approval for any additional repairs through a contract modification. The evaluation criteria will consider technical capability, past performance, and price, with technical and past performance factors being equally weighted against pricing. Key dates include a question submission deadline of February 27, 2025, at 10:00 AM MT, and a quote response deadline of March 26, 2025, at 10:00 AM MT.
The solicitation is designated as a 100% small business set-aside under NAICS code 811111 (General Automotive Repair) with a size standard of $9.0 million. The repair work is anticipated to be awarded by March 31, 2025, with a required completion date of April 30, 2025. The vehicle in question has 101,339 miles and is currently drivable. Contractors must demonstrate technical capability, including equipment, experience in engine repairs, and key personnel qualifications. The place of performance is Logan, Utah, and the government will consider the contractor's proximity to this location when evaluating the total price. While no specific incumbent is mentioned, the solicitation emphasizes that this is a new requirement and contractors must be prepared to provide comprehensive documentation of their repair capabilities and past performance within the last three years.

The United States Department of Agriculture (USDA), Forest Service (FS), Intermountain Region, Uinta-Wasatch-Cache National Forest, has a need for engine repairs to a Hotshot Crew Transporter (EN# 8058), a 2017 International, 4400:IH, with VIN 1HTMKSTN5HH575810, and mileage 101,339 miles. The Logan IHC crew carrier EN 8058 has an engine oil leak. Diagnosis of the leak is difficult as it is around the air compressor system on the truck. A previous diagnosis stated that the front cover of the engine is cracked where it meets the air compressor system. The cover is split between the front and rear half. The repair calls for both the front and rear covers to be replaced along with various gaskets, oil pump housing, fluid, etc. including brand name or equal parts. The salient characteristics of these parts are that they are compatible with the vehicle.
Once repairs commence, if additional parts or labor are required to properly complete the repair, the contractor MUST first contact the Contract Specialist with a quote for these additional required repairs. The contractor SHALL NOT begin this additional work until they have received a modification to the contract which funds the additional repairs and incorporates that work into the contract. The Government SHALL NOT be responsible for any unauthorized repairs.
