About this opportunity
The Bureau of Land Management seeks to procure one CAN-AM Defender Max DPS HD9 UTV, two Polaris UTVs (Ranger SP 570 and RZR Trail Sport), one specialized fire-response UTV, and one deckover dump trailer with scissor lift hoist, with proposals due August 21. The procurement is a Women-Owned Small Business (WOSB) set-aside with a NAICS code of 336991 (Motorcycle, Bicycle, and Parts Manufacturing) and a size standard of 1,050 employees.
Place of performance spans multiple BLM field offices: Las Cruces District Office in New Mexico (CAN-AM Defender), Royal Gorge Field Office in Canon City, Colorado (two Polaris UTVs), Farmington District Office in New Mexico (fire-response UTV), and Uncompahgre Field Office in Montrose, Colorado (trailer). All items are FOB Destination with delivery required by September 7, 2026.
Three line items include trade-ins (two UTVs with mileage of 3,671 and 2,636 miles respectively, and one trailer). Contractors must transport trade-in vehicles from government facilities to their own facilities with all transportation costs inclusive in unit pricing. Title, registration, and applicable documents are due within 10 working days of delivery unless alternative dates are approved. The fire-response UTV requires a minimum 976 cc engine, 82 horsepower, three-person capacity, six-wheel drive, winch, brush guards, ROPS compliance, and 3,000-pound towing capacity. All invoices must be submitted through the Department of Treasury's Invoice Processing Platform (IPP). GSA Contract Holders Schedule terms and conditions apply unless amended. Amendment 0003:
The purpose of this amendment is to add attachments 4 and 5 and provide additional data on the trade in items. All other terms and conditions remain unchanged.

The purpose of this amendment is to provide photos of the three items subject to trade-in. All other terms and conditions remain unchanged.
Amendment 00001:
The purpose of this amendment is to re-open the solicitation and change the sourcing methodology from GSA to open market. The solicitation is extended in order to permit for competition.
Narrative:
The Bureau of Land Management seeks to procure a trailer and multiple UTV's. UTV specifications must meet or exceed those provided in the schedule.
The government reserves the right to place multiple awards under this RFQ if it's determined to be within the best interest of the government.
For items with trade-in, the contractor is required to transport the vehicle from the government facility to their facility. The contractor may do this as a backhaul to the delivery of the new equipment. All costs are to be inclusive to the unit price of the schedule item.
Schedule Items have multiple delivery address. The contractor is responsible for coordinating travel between each site.
All title, registration, and other applicable documents are due within 10 working days of the delivery dates unless alternative dates are proposed and approved.
All terms and conditions of the GSA Contract Holders Schedule are applicable to this RFQ unless otherwise amended within it.

The following is a requirement for UTVs supporting the Bureau of Land Management offices within Colorado and New Mexico. The procurement includes trade-in /disposal of used UTVs and the purchase of a UTV Trailer. All items shall be priced inclusive of delivery, FOB Destination per FAR 52.247-34. Payment shall be made through IPP.gov. Delivery address is defined at the line-item level. Please view attachment. The government may make multiple awards from this RFQ if it is determined to be advantageous to the government. Any mention to brand name should be considered on a "or equal" basis. All title, registration, and other applicable documents are due within 10 working days of the delivery dates unless alternative dates are proposed and approved.
