About this opportunity
The National Institute of Standards and Technology (NIST) is soliciting proposals for utility meter maintenance and calibration services at their Gaithersburg Campus in Maryland through a combined synopsis/solicitation notice. The procurement seeks a contractor to provide testing, calibrating, preventative maintenance, and minor repairs for over 100 utility meters across approximately 30 buildings, covering various systems including domestic water, steam supply and condensate return, chilled water supply and return, compressed air, and natural gas. The contractor will be responsible for efficient operation of equipment manufactured by brands including ABB, GE, FCI, and Flexim, with requirements to follow manufacturer recommendations and obtain appropriate certifications such as AABC or NEBB for flowmeter testing. NIST will use Lowest Price Technically Acceptable (LPTA) evaluation criteria, with technical capabilities and pricing as the primary evaluation factors. The solicitation deadline is August 22, 2025 at 3:00 PM EST, with questions having been due by August 15, 2025, and contract award anticipated by September 22, 2025.
The solicitation indicates no set-aside designation is being used, making it an unrestricted competition, though one government file references a Women-Owned Small Business set-aside which appears to be outdated information. This is identified as a new requirement with no incumbent contractor currently providing these services. NIST anticipates awarding a single Firm-Fixed Price contract with a one-year base performance period, though no specific contract value or budget range is disclosed in the available documentation. The work will be performed at the NIST Gaithersburg Campus located at 100 Bureau Drive, Gaithersburg, Maryland 20899, with meters located primarily in accessible mechanical rooms across the facility. The contract will include both recurring services under firm-fixed price line items and potential additional services that may be ordered at the government's discretion for related operations, maintenance, and repair work not covered under the basic contract terms.
