About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 1 (VISN 1) is seeking a contractor to develop a comprehensive Utility Management Plan for ten facilities across Connecticut, Massachusetts, Maine, New Hampshire, Vermont, and Rhode Island. The primary objectives of the plan include creating an accurate inventory of utilities and equipment, identifying critical systems for patient care, assessing potential failure risks, and establishing preventative maintenance and testing procedures. The solicitation targets engineering services providers with expertise in utility management and critical infrastructure assessment. The Sources Sought Notice indicates responses are due by February 27, 2025, at 10:00 AM EST, with submissions to be emailed to subrena.magee@va.gov. Contractors will need to demonstrate capability in developing detailed utility management strategies that support continuous operations across multiple VA medical facilities.
The current procurement does not have a specific small business set-aside, though the notice suggests potential set-asides for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Veteran-Owned Small Businesses (VOSB), or small businesses based on vendor responses. The contract falls under NAICS code 541330 with a size standard of $25.5 million and will cover facilities ranging from 15-64 buildings totaling between 328,025 and 1,229,028 square feet. The period of performance is anticipated to be two years with no option periods. While specific award values are not explicitly stated, the complexity of managing utilities across ten facilities suggests a substantial contract scope. Normal business operations for the covered facilities are 8:00 AM to 4:00 PM Monday through Friday, which will likely influence the contractor's implementation and maintenance scheduling requirements.
Notice text
VISN 1 is seeking a contractor to create a Utility Management Plan for ten (10) individual facilities distribution amongst the eight (8) locations Connecticut, Massachesetts, Maine, New Hampshire, Vermonth and Rhode Island. The intent of the plan is multifaceted. First, it is to create an accurate inventory of the utilities and utility equipment of each site. Second, it is to determine which of these utilities are critical to patient care and operations. Third, it is to assess and document the risk of failure of each item and provide a contingency plan if necessary. Finally, it is to provide a schedule and procedures for preventative maintenance and critical testing of each item. Each site will use the information provided in the plan as a basis for their operations moving forward.
