About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure the repair and modification of 42 units of aircraft accessories and components under NSN 7R-1680-015932122-EL. This acquisition requires engineering source approval by the design control activity due to the flight-critical nature of the items and the need to maintain quality standards. Only previously approved sources have been solicited for this requirement, as existing qualified sources retain essential data rights, manufacturing knowledge, and technical expertise that are not economically available to the Government. Companies that are not currently approved sources must submit detailed qualification information according to NAVSUP Weapon Systems Support procedures, though the time required for new source approval typically prevents award delays. The Government intends to negotiate with only one source under FAR 6.302-1 authority, with responses to this pre-solicitation notice due within 45 days of the August 7, 2025 posting date, and the final due date set for September 22, 2025.

This procurement does not utilize any set-aside designations and follows a sole-source approach rather than full and open competition. The contract covers a specific quantity of 42 units requiring delivery FOB origin, with the items falling under the Miscellaneous Aircraft Accessories and Components product service category. No specific incumbent contractors or award values are disclosed in the notice, though the requirement emphasizes that only Government-approved sources possessing the necessary technical data package version 004 capabilities will be considered. The acquisition is subject to various trade agreement provisions including Free Trade Agreements and the World Trade Organization Government Procurement Agreement. The Government has determined that commercial item acquisition procedures under FAR Part 12 will not be applied to this procurement, though interested parties may still identify commercial item capabilities within 15 days of the notice publication.
