This notice is seeking indications of interest from small businesses, HUBZone small businesses, woman owned small businesses, 8(a) small businesses, or service disabled veteran-owned small businesses to determine if a set-aside is possible for the UT FLAP 2016(1) Lion Boulevard project. Interested parties must submit statements of intention to bid as a prime contractor along with socioeconomic certifications and bonding qualifications by January 13, 2023. The Department of Transportation Federal Highway Administration seeks a contractor to widen Lion Boulevard in Springdale, Utah to add designated parking and install curb, gutter, sidewalk and conduit. Evaluation will consider experience performing roadway excavation and placement, asphalt paving, concrete work and temporary traffic control on similarly sized projects.
There is no set-aside designated at this time. The project scope includes 400 cubic yards of excavation, 550 tons of aggregate, 150 tons of asphalt pavement, 1400 linear feet of curb and gutter and 800 square yards of sidewalk along with over 5000 linear feet of conduit installation. The estimated price range is $250,000 to $700,000 and work must be completed between May and August 2023 while maintaining access throughout.

THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are small businesses, HUBZone small businesses, woman owned small business concerns, 8(a) small businesses, or service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs. Interested businesses must submit the following by e-mail to CFLAcquisitions@dot.gov (Attn: Leslie Karsten) for receipt by close of business (2 p.m. local Denver time) on January 13, 2023:
(1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor;
(2) A list of all confirmed socioeconomic categories (i.e., 8(a), small disadvantaged business, HUBZone small business, service-disabled veteran-owned small business, EDWOSB, or WOSB status) that apply to your business;
(3) A letter from a bonding agent stating your firm’s capability to bond for a single project of $700,000, and your firm’s aggregate bonding capacity; and
(4) Provide a list of road construction projects of equal or greater value and scope to the UT FLAP 2016(1) Lion Boulevardproject in which you performed embankment construction, roadway aggregate placement, asphalt concrete paving, construction of concrete curb and gutter, construction of concrete sidewalk, installation of PVC Conduit, and temporary traffic control. PROJECT NUMBER: UT FLAP 2016(1)
PROJECT NAME: Lion Boulevard
PROJECT DESCRIPTION: The UT FLAP 2016(1), Lion Boulevard project is in the Town of Springdale in southwestern Utah near Zion National Park. There is an increasing number of visitors to Zion National Park and, currently, visitors are parking along the road on the unpaved shoulders in undesignated spots. This project widens Lion Boulevard to provide additional parallel on-street parking, as well as curb and gutter and sidewalk. The addition of designated parking spaces and sidewalk will provide safe pedestrian access to the Zion Shuttle System, which provides free transit into Zion National Park.
SCOPE OF THE WORK: This project length is approximately 0.30 miles and includes widening Lion Boulevard to the south to provide additional parallel on-street parking, as well as curb and gutter and sidewalk (with ADA ramps), in an urban setting. Other work includes permanent striping, installation of conduit and pull boxes for future utility use, and fence work.

On-site construction work to begin after Memorial Day with the goal of being completed before Labor Day (these two holidays are the busiest times of the year for Zion National Park).
ESTIMATED COST RANGE:
- The estimated price range of the project work is between $250k - $700k.
MISCELLANEOUS:
- Restore two lanes of travel and one lane of parking on holidays.
- Night and/or weekend work will require prior approval by the CO and Town of Springdale.
- Maintain vehicle and pedestrian access through the project and to all accesses within project limits.
- Utility relocates anticipated during construction by the utility owner will require coordination.
- Remove and reset private fence within Town of Springdale right-of-way.
