About this opportunity

The Department of the Interior, Interior Business Center, seeks commercial aviation services for transportation of personnel, goods, and cargo between the Contiguous U.S. and Alaska in support of the U.S. Wildland Fire Service, with quotes due June 22, 2026, at 4:00 PM Mountain Time. This is full and open competition under FAR Part 12 commercial item procedures; no small business set-aside applies. The solicitation has been amended three times as of June 21, 2026 (most recent amendment 0003, posted June 21).

The contractor's primary base of operations must be Boise, Idaho. Aircraft must be multi-engine turboprop or turbojet powered, extended over-water fixed-wing aircraft certified under 14 CFR Part 25 with a Standard Airworthiness Certificate, pressurized, capable of IFR/VFR day/night known icing operations, with minimum capacity of 50 insured passenger seats plus 100 pounds of cargo per passenger. Aircraft must operate between Boise, Idaho and Anchorage/Fairbanks, Alaska with two fuel stops. Current engineering and logistical support from the type certificate or supplemental type certificate holder is required. Contractors must provide crew (Pilot-in-Command and Second-in-Command), fuel for Lower 48 operations, and comprehensive aircraft maintenance support. The NAICS code is 481211 with a 1,500-employee size standard; PSC is V221.

The contract period is 60 days from June 29 through August 28, 2026, with a 30-day extension option. Award will be made using Lowest Price Technically Acceptable (LPTA) methodology; preference is given to offerors that both own and operate the quoted aircraft. The Government anticipates awarding for On-Call services (estimated 100 flight hours and 10 standby hours) but may award for Exclusive Use services (60 guaranteed days with estimated 100 flight hours) if funding becomes available. Additional pay items are capped at $10,000. Brokers may quote if partnered with FAA Part 121 or Part 135 certified carriers. Evaluation factors include Technical Capability, Organizational Safety Management System, and Past Performance. Funds are not presently available; award is subject to funding availability.
