About this opportunity

The 48th Contracting Squadron at RAF Lakenheath, United Kingdom, is conducting market research for USTRANSCOM Courier Vehicles through a pre-solicitation notice issued by the Department of the Air Force United States Air Forces in Europe - Air Forces Africa. The notice seeks to identify potential sources capable of providing non-personal services for courier vehicle operations. Interested companies are requested to submit electronic responses by May 30, 2025, at 1200 London Time, with early submissions encouraged. The government is specifically requesting companies to indicate their ability to provide services, share descriptive literature, provide firm information, specify response timelines for a potential Request for Quote (RFQ), and identify any ambiguous language in the draft Statement of Work (SOW). Notably, this is a market research initiative and does not constitute a formal solicitation, with no guarantee of contract award or reimbursement of proposal preparation costs.

The pre-solicitation notice does not indicate any specific set-aside designations or mention potential incumbent contractors. No specific award value or budget range is disclosed at this stage. The Statement of Work is currently undergoing minor revisions and will be transformed from a SOW to a Performance Work Statement (PWS) format. The government is actively seeking vendor questions and suggestions to improve the document's clarity. While specific details about vehicle quantities or service timelines are not provided, the notice suggests this is a preliminary market research phase to gauge industry capabilities for courier vehicle services at the USTRANSCOM location. The solicitation encourages potential vendors to provide comprehensive information about their capabilities, response times, and insights into the draft service requirements.
