About this opportunity
The Southwest Regional Maintenance Center (SWRMC) Code 410B Procurement intends to award a sole source contract to Fairbanks Morse Defense for direct replacement parts for the USS SOMERSET (LPD-25)'s main propulsion diesel engines (MPDE). This procurement is part of the FY-25 Dry Docking Selected Restricted Availability and will support overhauling two ship engines. The contract will be processed under FAR part 15, with Fairbanks Morse Defense identified as the Original Equipment Manufacturer (OEM) and the only known source for these specialized parts. Vendors interested in providing alternative information must submit detailed documentation within 15 days of the January 21, 2025 publication date, demonstrating their capability to provide equivalent products. All responses must include specific company information such as name, address, telephone number, email, CAGE code, and business size, and must be submitted exclusively via email to three specific Navy contract personnel.
The pre-solicitation notice indicates no specific set-aside for this procurement, with the NAICS code 333618 (Other Engine Equipment Manufacturing) establishing a business size standard of 1,500 employees. Fairbanks Morse Defense is positioned as the exclusive provider, with replacement parts required to match previous materials exactly in form, fit, and function. The contract requires precise engineering specifications, mandating that replacement parts have identical material composition and component compatibility. While no specific contract value is mentioned, the procurement supports critical naval vessel maintenance for the USS SOMERSET. Vendors must ensure current and active certifications in the System for Acquisition Management to be eligible for potential future contract considerations.
