About this opportunity
The Department of Defense, specifically the Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF), has issued a Special Notice of intent to award a sole-source, firm fixed price contract to Amee Bay, LLC for the refurbishment and testing of #2 Ships Service Motor Generators (SSMG). This notice, posted on May 5, 2025, with a response deadline of May 9, 2025, outlines a potential contract for maintenance work on a Seawolf class submarine located at Naval Base Kitsap-Bangor in Washington State. The contract period is estimated to span from May to June 2025, focusing on in-place refurbishment and testing of the SSMG to Original Equipment Manufacturer (OEM) specifications. While the government is leaning towards a sole-source award, they are open to receiving information from interested parties about their capabilities to perform the required work.
Interested contractors must submit written responses demonstrating their technical capabilities and experience by May 9, 2025, at 12:00 PM PST, with all documentation sent via email to Carly Stotts, Contract Specialist. To be eligible for the contract, contractors must be registered in the System for Award Management (SAM) and provide clear documentation of their ability to meet the technical requirements outlined in the Statement of Work. The email response should include a detailed technical background and capabilities description, with the subject line "RESPONSE TO INTENT TO SOLE SOURCE FOR N4523A25R0812 SSMG". The government will review submitted information to determine whether to issue a competitive solicitation, though they explicitly state that a determination not to compete is solely within their discretion. Contractors should be prepared to undertake comprehensive maintenance tasks, including component replacement, detailed inspections, and operational testing, while adhering to strict security protocols for accessing naval vessels.
