About this opportunity
The Naval Supply Systems Command seeks assessment and void-space support work on the USS RUSHMORE (LSD-47) at Sasebo, Nagasaki, Japan, with proposals due July 20. The procurement carries a restrictive eligibility gate: offerors must currently hold an active U.S. Navy MSRA/ABR Agreement in the Japan Region or must submit an approved and active agreement as part of the proposal. Contractors located outside Japan must submit documentation that unambiguously demonstrates compliance with DFARS 252.225-7042; those unable to do so are ineligible for award. Any offeror without an active MSRA or ABR in the Japan Region, or unwilling to execute such an agreement before award, will not be eligible.
Work includes opening, ventilating, and conducting gas-free operations on two void spaces: an accessible void (6-48-2-V) requiring Unmanned Entry support using an Insertable Stalk Inspection System 360 unit, and a non-floodable void (3-43-2-V). Scope encompasses Level-I assessment, ventilation of all harmful vapors and fumes to vessel exterior, documentation of manhole cover removals, verification of ventilation services during survey execution, installation of gasket fasteners on manhole covers where missing or damaged, and verification of personnel exit before final closure. Work must comply with referenced standard item FY26 and Schedule 167-6100381 Rev M for hatches, scuttles, and manholes. The government furnishes support materials including washers, self-locking nuts, cork and gasket materials, and cotton grooming yarn. Anticipated award date is August 10, with production completion by September 11. NAICS code is 336611 (Ship Building and Repairing); PSC code is J999 (Non-Nuclear Ship Repair, West).
