Award will be made under an existing Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) in the Japan Region as a firm-fixed-price job order; offerors must hold an active U.S. Navy MSRA/ABR Agreement in the Japan Region or agree to execute one before award, and contractors located outside Japan must unambiguously demonstrate compliance with DFARS 252.225-7042 or face ineligibility.
Place of performance is USS Rushmore Pier Side, Sasebo, Nagasaki, Japan. The contractor must provide one temporary freezer box maintaining minus 5 to zero degrees Fahrenheit and one temporary chill box maintaining plus 33 to plus 37 degrees Fahrenheit, along with a waterproof power distribution panel including a 440VAC-220VAC transformer, circuit breakers, and power cables. Performance runs October 5, 2026, through July 31, 2027, not to exceed nine months of the ship's 6C1 availability. The NAICS code is 336611, Ship Building and Repairing; PSC is J999, Non-Nuclear Ship Repair (West).
Pricing is expressed in U.S. dollars for administrative purposes but paid in Japanese currency at the FY26 exchange rate of 150.4415 JPY per USD. The contractor must coordinate installation with the Ship Superintendent, perform daily temperature monitoring at 09:00 and 16:00, provide immediate repair services for equipment failures, and remove all equipment upon completion.
