About this opportunity
The Department of the Navy Naval Supply Systems Command (NAVSUP Fleet Logistics Center Yokosuka) is soliciting proposals for the replacement of the nonskid system on the USS ROBERT SMALLS (CG 62), a guided-missile cruiser. This procurement requires offerors to possess an active Master Agreement for Repair and Alteration of Vessels (MARAV) with the U.S. Navy in the form of either a Master Ship Repair Agreement (MSRA) or an Agreement for Boat Repair (ABR); firms without such agreements are ineligible for award. The contract will be awarded as a firm-fixed-price job order to the successful offeror, with the award incorporating all terms and conditions of the existing MARAV. Evaluation will be based on lowest total price with technical acceptability, with price serving as the dominant evaluation criterion. Critical deadlines include a request for access to the detailed work specifications through DoD SAFE by December 1, 2025, at 10:00 AM Japan Standard Time, and a proposal submission deadline of December 9, 2025, at 10:00 AM Japan Standard Time.
No set-aside designations apply to this solicitation. The performance period is scheduled for February 20, 2026, through March 20, 2026, representing a one-month window for completion of the nonskid system replacement work. Work will be performed at a government facility in Yokosuka, Japan, with the solicitation specifically limited to sources authorized to operate and conduct business in Japan as prescribed by DFARS 252.225-7042. No specific award value or budget range is disclosed in the solicitation materials. The detailed work specification package, including task group instructions and the price proposal form, is accessible only through the secure DoD SAFE repository, requiring prospective offerors to request access by contacting the designated Navy personnel prior to the December 1 deadline.
