About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking ship repair and maintenance services for the USS PREBLE (DDG 88) through a Selected Restricted Availability (SRA) at Yokosuka Base in Japan. The solicitation is restricted to sources authorized to operate and do business in Japan, and contractors must possess a current Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) issued by NAVSUP Fleet Logistics Center Yokosuka to be eligible. The work package includes 43 Technical Generic Items involving cleaning, inspecting, repairing, and preserving various ship systems including fuel tanks, hydraulic oil sumps, waste drain collecting tanks, and piping systems. The procurement will be evaluated using a Lowest Price Technically Acceptable (LPTA) source selection process, considering technical acceptability, past performance, and total evaluated price. Following multiple amendments, the final proposal deadline has been extended to June 20, 2025 at 10:00 AM Japan Standard Time, with offerors required to request access to the detailed work specification package through DoD SAFE by April 16, 2025.

This solicitation does not utilize any set-aside designations and no incumbent contractors are identified in the documentation. The contract will be structured as a firm-fixed-price single award with two Contract Line Item Numbers (CLINs): one for primary repair work and another for potential growth work with a 9.25% expansion capability. The performance period is scheduled from October 6, 2025 to February 10, 2026, providing approximately four months for completion of the maintenance work. All work will be performed at Yokosuka Base in Kanagawa, Japan, with work items priced based on estimated quantities to be balanced via contract modification upon availability completion. The solicitation has undergone four amendments addressing various technical clarifications and document revisions, demonstrating the complex nature of naval ship repair requirements.
