About this opportunity

The Naval Supply Systems Command seeks provision and installation of a temporary chill water unit aboard the USS PIONEER (MCM-9) at Sasebo Naval Base, Japan, with quotations due June 16, 2026. Award is restricted to firms holding a current Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) with the U.S. Navy; contractors outside Japan or lacking an active MSRA/ABR are ineligible unless the Navy can assess and execute such an agreement before vessel availability is impacted, and all offerors must unambiguously demonstrate compliance with DFARS 252.225-7042.

Place of performance is Sasebo, Nagasaki, Japan. The work runs July 14 through October 31, 2026. The contractor must provide and maintain temporary chilled water units across ten ship compartments—including Combat Information Center, Communication Center, Gyro/IC/Elex Equipment Room, Central Control Station, CO and XO State Rooms, Ship's Office, Supply Department Office, and two Crew Living Spaces—with minimum cooling capacity of 119 kW and circulation pump flow rate of 122 GPM to maintain compartment temperatures below 80°F. Scope includes disconnecting existing chilled water piping, fabricating hose adapters, installing power distribution and grounding, performing pressure tests and permeability testing per SRF YOKOSUKA 4121/1, and restoring the air conditioning system upon completion. All work must utilize non-magnetic materials. The Government will furnish rubber seals, adhesives, and associated components. Award is anticipated June 14, 2026, issued as a firm fixed price job order under the applicable MSRA/ABR. The NAICS code is 336611 (Ship Building and Repairing); PSC is J999 (Non-Nuclear Ship Repair—West). This is not a small business set-aside. The SRF Project Manager is Henry Stags (henryjames.s.staggs.civ@us.navy.mil, 315-252-8274).
