About this opportunity
The Naval Supply Systems Command seeks replacement of fire seal and lower seal components on the USS NEW ORLEANS (LPD-18) helicopter hangar door bottom panel, with quotations due June 15. Award eligibility is strictly limited to firms holding a current U.S. Navy Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) in the Japan Region; firms without these agreements are ineligible unless adequate time permits Navy assessment and execution of the agreement prior to award. Contractors located outside Japan must submit documentation that unambiguously demonstrates compliance with DFARS 252.225-7042.
Place of performance is Sasebo Naval Base, Nagasaki, Japan, aboard the vessel. The work scope requires removal and installation of one fire seal and two lower seals for the hangar door bottom panel, with cleaning, inspection for wear and defects, removal of high spots and corrosion, and chase and tap of threaded areas. All work must comply with referenced standards including S9588-AN-MMC-010 and Navy Safety and Occupational Health Manual OPNAV M-5100.23. Light tight and water hose inspection per Planned Maintenance System procedures is required. Government furnishes 15 line items of seals, brackets, screws, and adhesive sealant.
Performance runs from July 27 to October 31, 2026, with anticipated award on June 22 and production completion by September 7. The procurement uses Simplified Acquisition Threshold procedures with firm fixed price under the applicable MSRA/ABR. Pricing is quoted in Japanese Yen at an FY26 exchange rate of JPY 150.4415 per USD. Evaluation is based solely on lowest total price, with technical acceptability not considered since award is limited to pre-qualified MSRA/ABR holders. NAICS 336611, Ship Building and Repairing; PSC J999, Non-Nuclear Ship Repair (West).
