About this opportunity

The Naval Supply Systems Command's Fleet Logistics Center Yokosuka seeks ship repair services for USS NEW ORLEANS, with quotations due September 1, restricted exclusively to current Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) holders in the Japan region. Eligibility requires certification by NAVSUP FLC and active SAM.gov registration; offerors must be duly authorized to operate in Japan per DFARS 225.1103(3). Offerors without an active MSRA or ABR must include with their questions a statement of intent and plan to apply for the agreement; inquiries lacking this statement will not receive a Government response.

Place of performance is Sasebo, Nagasaki, Japan, with work scheduled between October 22 and January 30, 2027. The NAICS code is 336611, Ship Building and Repairing; PSC is J999, Non-Nuclear Ship Repair (West). This is a firm fixed-price job order for one repair project; valuation is in Japanese Yen. Award evaluation is based solely on lowest total price; technical acceptability is not an evaluation factor due to the MSRA/ABR qualification requirement. Single award is contemplated.

Work specifications are accessible only through DoD SAFE, a secure repository requiring a drop-off request from the Government. Access links are valid for seven days after issuance. Offerors must request access by email to the Primary Point of Contact. The procurement incorporates FAR and DFARS clauses covering WAWF payment, electronic submission, foreign tax compliance, hazardous material identification, overseas labor law and export control compliance, and acceptance by the SRF Project Manager at SRF and JRMC Yokosuka.

Notice text

This is a competitive solicitation issued by the NAVSUP Fleet Logistics Center (FLC) Yokosuka Site Sasebo, directed exclusively to Master Ship Repair Agreement (MSRA) and Agreement for Boat Repair (ABR) holders.

To be eligible for award the offeror must possess a current MSRA/ABR in the applicable region certified by NAVSUP FLC and have an active registration in the System for Award Management (SAM.gov).

This solicitation is intended only for sources duly authorized to operate and do business in Japan as prescribed by DFARS 225.1103(3).

**

To receive a response from the Government, offerors without an active MSRA or ABR in Japan must specify their intention and plan to submit an application for the agreement along with their questions. Inquiries lacking this required statement of plan will not be addressed.

Access to the work specification package may only be accessed through DoD SAFE. DoD SAFE is a secure U.S. Government repository which enables the sharing of large files and requires outside users to receive a drop-off request from the U.S. Government. Therefore, any offeror who meets criteria stated above, intending to provide a proposal to this solicitation shall request access by sending an email to the Primary Point of Contact.

Once the U.S. Government receives the offeror’s access request, the U.S. Government will provide the offeror with a link and instructions to retrieve. Offerors shall note that access is only available for 7 days once sent.
