About this opportunity

The Department of the Navy Naval Supply Systems Command seeks ship repair services for USS NEW ORLEANS at U.S. Naval Base Sasebo, Japan, with quotations due September 1. This solicitation is restricted to firms holding a current Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) in the Japan Region certified by NAVSUP FLC; offerors without an active agreement must state their intention and plan to submit an MSRA/ABR application with any questions, or the Government will not respond.

Place of performance is Sasebo, Nagasaki, Japan, with inspection and acceptance conducted by the SRF Project Manager at SRF and JRMC Yokosuka. Performance is scheduled from October 22, 2026 through January 30, 2027. The NAICS code is 336611, Ship Building and Repairing; PSC is J999, Non-Nuclear Ship Repair (West). All work specifications are contained in Attachment 1 (SRF-JRMC Det. Sasebo Work Specification 38KF312344_00_A01), accessible only through DoD SAFE; access is valid for 7 days once provided. Award will be firm fixed price under the existing MSRA or ABR, with pricing stated in Japanese Yen using the FY26 budget exchange rate of JPY 150.4415 per USD 1.00. Eligible offerors must be duly authorized to operate and do business in Japan as prescribed by DFARS 225.1103(3) and possess active SAM.gov registration. Evaluation criterion is lowest total price; technical acceptability is waived because award is limited to pre-qualified MSRA/ABR holders. Payment will be processed electronically through the Wide Area WorkFlow (WAWF) system.

Notice text

This is a competitive solicitation issued by the NAVSUP Fleet Logistics Center (FLC) Yokosuka Site Sasebo, directed exclusively to Master Ship Repair Agreement (MSRA) and Agreement for Boat Repair (ABR) holders.

To be eligible for award the offeror must possess a current MSRA/ABR in the applicable region certified by NAVSUP FLC and have an active registration in the System for Award Management (SAM.gov).

This solicitation is intended only for sources duly authorized to operate and do business in Japan as prescribed by DFARS 225.1103(3).

**

To receive a response from the Government, offerors without an active MSRA or ABR in Japan must specify their intention and plan to submit an application for the agreement along with their questions. Inquiries lacking this required statement of plan will not be addressed.

Access to the work specification package may only be accessed through DoD SAFE. DoD SAFE is a secure U.S. Government repository which enables the sharing of large files and requires outside users to receive a drop-off request from the U.S. Government. Therefore, any offeror who meets criteria stated above, intending to provide a proposal to this solicitation shall request access by sending an email to the Primary Point of Contact.

Once the U.S. Government receives the offeror’s access request, the U.S. Government will provide the offeror with a link and instructions to retrieve. Offerors shall note that access is only available for 7 days once sent.
