About this opportunity

The Department of the Navy's Military Sealift Command is seeking a contractor to provide comprehensive maintenance and repair services for the USS HERSHEL WOODY WILLIAMS (ESB 4), a naval vessel requiring a long-term lay berth and overhaul period. The solicitation requires the selected contractor to furnish facilities, labor, materials, and services for berthing, preventive maintenance, industrial assistance, planning, and material procurement. The contract will involve executing a detailed maintenance and repair availability, with the specific location to be determined on either the US East, Gulf, or West Coast. While specific evaluation criteria are not explicitly detailed in the notice, the contractor must demonstrate capability to support the vessel's maintenance needs while accommodating the Military Sealift Command's operational and national security considerations. The solicitation was posted on September 26, 2024, with proposals due by January 15, 2025, providing potential bidders approximately four months to prepare and submit their responses.

The contract is designated as a total small business set-aside, specifically targeting smaller enterprises within the Ship Building and Repairing industry (NAICS 336611). The Military Sealift Command will retain a limited crew comprising engineering and/or deck officers during the maintenance period, indicating a collaborative approach to the vessel's repair and maintenance. The contract falls under the PSC Category J998-P for Non-Nuclear Ship Repair (East), suggesting a specialized scope of work focused on maritime vessel maintenance. While specific award values are not disclosed, the comprehensive nature of the required services—including berthing, maintenance, planning, and repair—implies a potentially significant contract value. The precise timeline for service delivery is not explicitly stated, but the "long-term lay berth" terminology suggests an extended engagement potentially spanning several months to complete the vessel's maintenance and repair requirements.
