About this opportunity

The Department of the Navy Naval Sea Systems Command issued a Limited/Sole Source Justification Notice on March 24, 2026, for shipyard support services related to the USS Forrest Sherman (DDG 98). The procurement covers the AIT installation of ShipAlt 94285K, RAM MK 31 MOD 5 GMWS, performed in accordance with Specification Item 980-90-017, with funding provided through Fiscal Year 2026 Other Procurement, Navy (OPN) funds in a redacted estimated amount. The justification for sole-source award to BAE Systems, Norfolk, Virginia under existing Contract N00024-26-C-4403 centers on unusual and compelling urgency related to the vessel's operational schedule and the critical nature of modernization work that cannot be delayed without compromising the ship's wartime National mission capabilities. BAE Systems was determined to be the only company capable of performing the required work while the ship is in dry-dock, as introducing an additional offeror would create unnecessary burdens and costs to the existing contractor. The work must commence by a redacted date to allow the prime contractor adequate planning and integration into the existing Dry-Docking Depot Modernization Availability work package, with the contract award occurring on March 18, 2026.
