About this opportunity
The Department of the Navy Naval Supply Systems Command is soliciting firm-fixed-price ship repair and maintenance services for USS BLUE RIDGE (LCC-19) during a Docking Selected Restricted Availability, with proposals due July 29, 2026 and access requests for detailed work specifications due July 23. This procurement is restricted to sources duly authorized to operate and do business in Japan per DFARS 252.225-7042 and requires offerors to hold an active U.S. Navy Master Ship Repair Agreement or Agreement for Boat Repair as Prime Contractor.
Place of performance is Yokosuka Naval Base, Japan. The period of performance runs from October 16, 2026 through August 28, 2028. Work encompasses repair and maintenance specified in Attachment (I), accessible only through DoD SAFE; offerors must email access requests to neil.s.flint.civ@us.navy.mil and peterjommel.s.arrieta.ln@us.navy.mil by July 23 at 10:00 AM Japan Standard Time, with access available for 14 days after receipt.
The contract includes two CLINs: CLIN 0001 for primary work specifications and CLIN 0002 as a Growth CLIN representing 23.36% of CLIN 0001 to accommodate work discovered during performance. Awards are made in Japanese Yen at 153.2542 per USD 1.00. The NAICS code is 336611, Ship Building and Repairing; PSC is J999, Non-Nuclear Ship Repair (West).
Source selection uses Lowest Price Technically Acceptable methodology with price as the dominant evaluation factor. Technical acceptability is determined by whether proposed labor hours and material costs are sufficient to complete the scope. The contractor must submit integrated production schedules within five calendar days of award and every 30 days thereafter until availability begins, manage government-furnished materials, comply with NAVSEA Standard Items and SRF-JRMC Local Standard Items for FY26, and satisfy extensive security requirements including DBIDS registration, background checks, and controlled unclassified information protocols for work in Japan.
