About this opportunity
The United States Patent and Trademark Office (USPTO) has published a Special Notice announcing its intent to award a sole source contract to DataLogics for Adobe PDF Library (APDFL) and Form Extension (FE) Software Development Kit (SDK) licenses, maintenance, and support. The contract will support the USPTO's PBCMS and Event Hub systems and is valued at approximately $86,964 over a three-year period from September 6, 2025, through September 5, 2028. The USPTO is utilizing the Alternative Competition Method under the Patent and Trademark Office Acquisition Guidelines (PTAG), which exempts them from the Competition in Contracting Act requirements. The agency conducted market research and determined that DataLogics is the only vendor that provides the necessary Demonconverter tool required for their specific needs. This procurement falls under NAICS code 511210 with an anticipated award date of September 1, 2025.
The primary objective of this sole source procurement is to acquire software capable of converting various file formats including Encapsulated PostScript (EPS), JPEG, XFA, BMP, TIFF, PNG, and PPML files to PDF streams for the USPTO's systems. The contract will provide software licenses for 4 production servers, 2 test servers, and 5 development desktops in Linux 64-bit environments, along with comprehensive technical support including phone, email, and virtual meeting assistance. Any questions regarding this notice must be submitted in writing via email to the designated point of contact by 4:00 PM ET on August 22, 2025. This is not a request for competitive proposals and no public solicitation will be issued, as the USPTO has determined DataLogics is the only source capable of meeting their specific technical requirements. The contract includes provisions for maintenance updates, technical support, and a required kick-off meeting within 30 days of award, with two additional one-year option periods available beyond the base three-year term.
