About this opportunity

The United States Patent and Trademark Office (USPTO) has published a Special Notice announcing its intent to sole source Patent Piggyback Envelopes under NAICS code 322230 (Stationery Product Manufacturing). The requirement covers a base year performance period from September 1, 2025 to August 31, 2026, with an anticipated award date on or before August 1, 2025. The USPTO conducted market research in April 2025 and determined that a very limited number of vendors can successfully meet the agency's needs. The agency intends to award a non-competitive, firm fixed price purchase order that includes a one-year base period and two additional one-year option periods. This procurement is set aside for Woman-Owned Small Business participation under the Patent and Trademark Office Efficiency Act authority.

The USPTO's primary objective is to procure Patent Piggyback Envelopes through a sole source award to TSRC, Inc., a woman-owned small business that has been pre-identified as capable of meeting the requirement. Other woman-owned small businesses may express interest in competing for this requirement by contacting the Contracting Officer before the June 25, 2025 deadline. Interested vendors must submit a capability statement not exceeding one page that demonstrates their ability to perform the requirement as outlined in Part 6.1.4 of the Patent and Trademark Office Acquisition Guidelines. However, based on the USPTO's PTOEA authority, the solicitation will only be issued to TSRC Inc. as the qualified woman-owned small business. All inquiries regarding this notice must be submitted in writing via email to the designated points of contact, and this synopsis does not constitute a request for competitive proposals.
