About this opportunity
The U.S. Patent and Trademark Office is preparing to solicit expert-level patent reclassification services in the Cooperative Patent Classification system, with a Request for Information due July 7, 2026. This is preliminary market research; the RFI is not a commitment to contract, does not fund responses, and will not accept unsolicited proposals.
The anticipated award vehicle is an IDIQ contract with a one-year base period (December 1, 2026 through November 30, 2027) and four optional one-year renewal periods. Work is performed at the contractor's facilities, with occasional travel to USPTO headquarters in Alexandria, Virginia. The estimated volume is 300,000 documents per period with a maximum of 320,000 documents, priced at a fixed unit rate per document. Contractors must reclassify all claimed subject matter potentially novel and unobvious as invention information, plus potentially novel constituents, unclaimed subject matter in disclosures, and any additional classifications required by CPC scheme definitions or Government guidance. The CPC system is updated monthly; contractors must implement updates within four weeks of receipt.
Reclassified documents are paid only upon Government acceptance and must meet a maximum error rate of 10%. Performance-based price adjustments range from 10% reduction (1–5 days late) to 50% reduction (more than 21 days late). Repeated non-compliance with accuracy standards may result in work termination.
RFI responses, limited to five pages, must include vendor information, client base description, capability statement, UEI, socio-economic designation, business size under NAICS 541990, and detailed answers addressing CPC knowledge, reclassification process understanding, expert-level classification approach, and methodology for providing justification statements. Submit responses via email to Christina.Cassan@uspto.gov and Jennifer.Hudson@uspto.gov by 3:00 PM ET on July 7, 2026.
