About this opportunity
The U.S. Patent and Trademark Office seeks enterprise cloud modernization support services with proposals due August 6, 2026. The procurement is unrestricted with no set-asides; however, a sole source justification document indicates the USPTO intends to award to General Dynamics Information Technology, Inc. under the GSA Alliant 2 GWAC.
Place of performance is Alexandria, Virginia. The contractor must function as an Authorized Reseller for Amazon Web Services, Microsoft Azure, and Google Cloud Platform, maintaining direct vendor relationships to enable the USPTO to access specialized services and accumulated credits. The base period runs October 1, 2026 through September 30, 2027, with one optional renewal period from October 1, 2027 through September 30, 2028, supporting migration of seven petabytes of data from on-premises infrastructure to cloud storage by June 30, 2027.
The contract type will be determined prior to award; offerors must submit both fixed-price and time-and-materials proposals covering the same scope. Performance encompasses cloud account management, financial operations and cost analytics, infrastructure enhancements, storage optimization, end-to-end security and compliance, application migration and modernization, CI/CD automation with infrastructure-as-code, real-time billing dashboards with machine-learning cost monitoring, FedRAMP compliance and FISMA security requirements, and 24/7 on-call support within 30 minutes during business hours (5:30 a.m. to 7:00 p.m.) and within 30 minutes after-hours for production systems. Contractor must maintain key personnel including a Program Manager, Cloud Architect or Senior Cloud Engineer, and DevOps Engineer/Architect.
All deliverables must be Section 508 compliant. All contractor personnel accessing government data must sign a Non-Disclosure Agreement and complete security processing and training per USPTO and FAR policies. Compliance with the USPTO IT Security Handbook, Cloud Services Usage Policy, JavaScript and Java Coding Standards, and Rules of the Road is mandatory. Subcontracting goals are Small Business 47.69%, Small Disadvantaged Business 5.00%, Women-Owned Small Business 5.00%, HUBZone 3.00%, and Service-Disabled Veteran-Owned Small Business 5.00%. Evaluation uses "Acceptable" or "Unacceptable" ratings for technical acceptability, with price reasonableness assessed against the Independent Government Estimate.
