About this opportunity
The Department of the Navy's Military Sealift Command (MSC) has issued a Special Notice regarding a limited-source award for overhauling USNS PECOS's port and starboard main ship service diesel generator engine parts. The notice specifically targets three potential contractors: Motor-Services Hugo Stamp, Inc. (MSHS), Eriksen Diesel Repair, Inc., and Goltens Service Company & Goltens Houston, Inc. MSHS is recognized as the original equipment manufacturer (OEM)-authorized parts and service provider for Bergen Diesel Engine Parts in the Americas. The other two companies are acknowledged as non-OEM authorized service and parts providers. The Bergen SSDG parts installed on the USNS PECOS are classified as "Ship Critical Safety Items," which requires special procurement considerations.
The primary objective of this Special Notice is to outline MSC's approach to procuring critical safety components in accordance with COMSC Instruction 4490.1C, which follows 10 USC 2319 and DFARS 209.2 regulations. MSC generally prioritizes OEM parts and services for ship critical safety items while maintaining openness to qualified non-OEM alternatives. Contractors interested in being considered must submit qualification materials through the provided link, which offers guidance on non-OEM contractor submission requirements. The notice emphasizes that this is not a request for quotes, and the government retains sole discretion in determining whether to compete the procurement. Potential contractors should note the opportunity is specifically within the Other Engine Equipment Manufacturing NAICS category (333618) and relates to Technical Representative services for Ship and Marine Equipment. The Special Notice was posted on March 28, 2025, with a response deadline of April 4, 2025, providing a narrow window for potential contractors to express interest or submit qualifications.
