About this opportunity
The Military Sealift Command (MSC), a component of the Department of the Navy, has issued a Special Notice regarding a limited-source procurement for overhauling four turbochargers on the USNS PECOS. The notice specifically indicates intent to award the contract to either Turbo Systems US Inc. or Motor-Services Hugo Stamp, Inc. (MSHS), both of which are authorized service providers for turbochargers manufactured by Asea Brown-Boveri Corporation (ABB). These turbochargers are classified as "Ship Critical Safety Items," which carries significant procurement implications under federal regulations. The Special Notice was posted on March 28, 2025, with a response deadline of April 1, 2025, and falls under the NAICS category of Speed Changer, Industrial High-Speed Drive, and Gear Manufacturing.
The primary purpose of this Special Notice is to outline MSC's procurement approach for critical marine equipment, specifically following COMSC Instruction 4490.1C and relevant federal procurement regulations. The agency generally prioritizes Original Equipment Manufacturer (OEM) parts and services for ship critical safety items, but will also consider qualified non-OEM contractors as potential alternatives. Contractor eligibility is limited to Turbo Systems US Inc. and MSHS, with both firms recognized for their expertise in servicing ABB-manufactured turbochargers. The notice explicitly states that this is not a request for quotes, and the government retains sole discretion in determining whether to compete the procurement. Interested parties can review additional qualification requirements and guidelines through the provided MSC website link, which offers detailed information about non-OEM contractor submission processes and previously qualified vendors.

- MSC recognizes Motor-Services Hugo Stamp, Inc. (MSHS) as a Non-OEM authorized service and parts provider for turbochargers manufactured by Asea Brown-Boveri Corporation (ABB).
The turbochargers installed onboard USNS PECOS are classified as “Ship Critical Safety Items”. COMSC Instruction 4490.1C establishes MSC policy in accordance with 10 USC §2319 and DFARS 209.2 for the procurement of items critical to safety on MSC ships. In general, MSC will rely on OEM Parts and service for designated ship critical safety items, following all applicable federal procurements regulations in the contracting for those parts and services. In addition, MSC will accept and review submissions from non-OEM contractors for consideration of qualification of their parts and/or services as an acceptable alternative to the OEM.
