About this opportunity
Military Sealift Command seeks PTO/PTI system components for the USNS OSCAR V. PETERSON, with quotes due July 31, 2026. The procurement is sole source to Siemens Energy, Inc., authorized under 10 U.S.C. 3204(a)(1) and FAR Subpart 6.103-1 on the basis that only one responsible source exists and no other supplies or services will satisfy agency requirements.
Place of performance is MSC W143 Warehouse, 1968 Gilbert Street, DWY 10, Norfolk, Virginia 23511. The procurement seeks three line items—LC resistor conversion kits and an upgrade surge arrester—with 18 units each, designated as ship-critical safety items subject to heightened quality assurance surveillance. Delivery is required on or before November 30, 2026, with FOB Destination and 17-week acceptance timeline.
Siemens Energy is the original equipment manufacturer of the installed PTO/PTI system architecture and possesses the proprietary technical data, configuration control authority, and manufacturing knowledge necessary to produce and certify compatible replacement parts. These components must meet strict interface, performance, and safety requirements to ensure full interoperability with the installed propulsion reduction gear and ship service electrical power systems. No other known source can provide the required parts without unacceptable technical risk, including loss of configuration compatibility, failure to meet system performance requirements, and potential degradation of propulsion and electrical power system reliability. Failure of the PTO/PTI system is classified as critical shipboard equipment under COMSCINST 4490.1C; failure could result in loss of electrical power availability, reduced mission readiness, propulsion performance degradation, and potential vessel C-4 status requiring emergency work or preventing the vessel from sailing.
The NAICS code is 335312, Motor and Generator Manufacturing, with a small business size standard of 1,250. PSC code is 6110, Electrical Control Equipment. Quoters must provide unit prices inclusive of packing, shipping, and Item Unique Identification markings, with machine-readable data matrix identifiers per DFARS 252.211-7003. Payment will be made via electronic funds transfer through the Wide Area WorkFlow system. Funding is fiscal year 2026 Operations and Maintenance, Navy.
