About this opportunity

The Department of the Navy Military Sealift Command is seeking contractors to prepare for and accomplish the Midterm Availability (MTA) of the USNS LEROY GRUMMAN (T-AO 195), a naval vessel requiring shipbuilding and repair services. The work involves comprehensive maintenance and repair activities as specified in a work item package that will be provided to qualified contractors. Performance must occur at the contractor's facility, with the critical requirement that the location be situated on the East or Gulf Coast due to operational and national security considerations. Interested parties must complete and return a Technical Non-Disclosure Agreement to obtain access to the work item package and government-furnished technical information. The formal solicitation will be released on or about July 18, 2025, through the Procurement Integrated Enterprise Environment Solicitation Module, with the anticipated contract performance period running from February 1, 2026, to April 17, 2026.

The contract falls under NAICS code 336611 for Ship Building and Repairing and PSC code J998 for Non-Nuclear Ship Repair (East Coast). No incumbent contractor or current service provider is identified in the pre-solicitation notice, suggesting this may be a new competition or the end of a previous contract term. The performance timeline spans approximately 75 days, indicating a focused maintenance period typical of midterm availability operations for naval vessels. No specific contract value or budget range has been disclosed at this pre-solicitation stage, though such information may be included when the formal solicitation is released in July 2025.
