About this opportunity

The Department of the Navy Military Sealift Command is soliciting quotations for fire and smoke detection system upgrades for the USNS JOSHUA HUMPHREYS (T-AO 188), a TAO-187 Class vessel. This request for quotation (RFQ N3220526Q7061) covers 43 line items of fire and smoke detection equipment and components, including wall cabinets, loop modules, power supply units, detectors, control units, cables, and installation materials. The procurement is being conducted under FAR Part 12 for commercial products and services, with all responsible sources eligible to submit quotations. Award will be made to the lowest priced technically acceptable quoter based on firm fixed pricing. Quotations must be submitted by email to thomas.l.white222.civ@us.navy.mil by February 5, 2026, at 2:00 PM EST, and the anticipated award date is February 10, 2026.

This acquisition is not set-aside for small business concerns and utilizes unrestricted competition. CONSILIUM, the original equipment manufacturer of the existing fire detection system, is identified as the sole source justification in the supporting documentation due to standardization requirements, form-fit-function compatibility, and critical ship equipment status. All materials must be delivered by April 10, 2026, to Alabama Shipyard LLC in Mobile, Alabama, with inspection and acceptance required at the destination location. The contract incorporates numerous DFARS and FAR clauses addressing compliance requirements, cybersecurity safeguarding, item unique identification for components exceeding $5,000 in unit cost, and adherence to specific packaging and marking standards per MIL-STD 2073-1 or ASTM D3951. The delivery deadline of April 10, 2026, accommodates the vessel's required compliance with U.S. Coast Guard regulations for fire and smoke detection components.
