About this opportunity
The Department of the Navy Military Sealift Command is seeking to procure a Goulds 3196 STI pump (Size 1X1.5-8/5V) for the USNS Henry J. Kaiser (T-AO 187) sewage discharge system. This pre-solicitation notice indicates the government's intent to make a sole-source award to McKenna Engineering & Equipment Co, Inc., the OEM-authorized parts provider for Goulds pumps in California. The acquisition is being conducted under the simplified acquisition threshold, with the primary justification being that McKenna is the only responsible source due to exclusive licensing agreements and standardization requirements to maintain fleet configuration baseline across all T-AO 187 Class vessels. The notice specifies that this pump is a direct replacement part for existing equipment and is not designated as critical ship equipment. The due date for any responses or inquiries regarding this pre-solicitation notice is March 6, 2026, and the government emphasizes that a determination not to compete based on responses to this notice remains solely within its discretion.
This procurement carries no set-aside designation and is anticipated to be awarded as a single-source contract to McKenna Engineering & Equipment Co, Inc. The contracting officer has selected the "Only One Responsible Source" justification basis for proceeding without full and open competition. The required shipment date is December 1, 2026, allowing 16 weeks for delivery and fulfillment. While the independent government estimate amount has been redacted from the supporting documentation, the acquisition is classified under NAICS 333996 (Fluid Power Pump and Motor Manufacturing) and PSC 4320 (Power and Hand Pumps). The contract identifier is N32205-26-SIMACQ-DSM-PM1-0219, and the acquisition supports the W.I. 0606_A Vacuum Sewage System for the Kaiser vessel.
