About this opportunity
The Naval Sea Systems Command (NAVSEA), operating under the Department of the Navy Military Sealift Command, is soliciting offers for the procurement of two (2) Horizontal Hawser Reels for the USNS GRASP (T-ARS 51) vessel. The reels must be deck-mounted units constructed of ASTM A36 steel with manual operation, featuring 6-inch diameter drums, 38-inch flange diameter, and 39-inch traverse, and must be built in accordance with NAVSEA S2604-921841 Rev. B specifications and coated per the NAVSEA 803-6397278 four-coat system. Offerors must comply with item unique identification and valuation requirements per DFARS 252.211-7003, Buy American-Free Trade Agreements requirements, and various other DFARS clauses addressing transportation of supplies by sea and safeguarding of covered defense information. The contract will be awarded on a firm fixed price basis, and proposals must be received by April 8, 2026 at 10:00 AM. Prior to submitting proposals, offerors must execute and return a Technical Non-Disclosure Agreement to access government technical data and drawings related to the USNS GRASP.
This solicitation is a 100 percent set-aside for women-owned small businesses (WOSB) under NAICS code 332999 with a size standard of 750 employees. Two hawser reels are required to be delivered by July 15, 2026 to the Military Sealift Command BATS facility in San Diego, California (DoDAAC N40443), where inspection and acceptance will occur at both the contractor's facility and the destination. Payment will be processed through the Wide Area Workflow (WAWF) system by the Navy Payment Official. The Technical Non-Disclosure Agreement template requires offerors to designate a corporate principal responsible for compliance, identify all vendors and subcontractors, and agree to return or destroy all government technical data upon contract completion or award to another entity, with written certification required within 30 days.
