About this opportunity
The Department of the Navy Military Sealift Command is seeking contractors to design, build, install, and test a commercial grade Integrated Bridge System (IBS) for the USNS Comfort (T-AH 20), including associated upgrades and rearrangement of the Wheelhouse and related spaces. The contract is structured in three phases: a base period for engineering and design, Option 1 for equipment procurement and fabrication, and Option 2 for installation and technical support. The system must meet applicable American Bureau of Shipping (ABS), US Coast Guard (USCG), International Maritime Organization (IMO), and Institute of Electrical and Electronics Engineers (IEEE) requirements. Evaluation will be based on technical capability and price using a lowest priced technically acceptable approach, with past performance assessed through the Contract Performance Assessment Reporting System (CPARS). Questions are due by 11:00 AM on September 15, 2025, and quotes must be submitted by 9:00 AM on September 24, 2025, via email to the contracting officer.
This opportunity is set aside for small businesses with a size standard of $25.5 million under NAICS code 541330 (Engineering Services). The contract will be awarded as a firm-fixed price purchase order with three Contract Line Item Numbers covering engineering and design, procurement and integration, and materials installation with technical support. The total performance period spans from contract award through September 2027, with installation planned for an East Coast shipyard. The project involves comprehensive navigation bridge upgrades including replacement of existing navigation systems, communication equipment, electrical systems, and structural modifications to maximize usable space. Contractors must sign a Non-Disclosure Agreement to access sensitive technical data required for proposal preparation, and all work must include detailed documentation, testing, crew training, and regulatory approvals from ABS and USCG.
