About this opportunity
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk is seeking to procure comprehensive refurbishment services for an inoperable 12-meter Minitrack satellite parabolic dish at the United States Naval Academy. The procurement involves restoring the satellite antenna to full operational status at both S-band and X-band frequencies, covering mechanical, electrical, electronic, and radio frequency system repairs and upgrades. The refurbished system will serve as a training facility for midshipmen, faculty, and staff in telemetry, tracking, and command satellite operations. This is a sole source procurement intended for award to Morehead Space Technologies, LLC, based on their unique expertise and prior assessment of the dish system. The original solicitation deadline was July 3, 2025, but has been extended to July 9, 2025, at 10:00 AM Eastern time. Vendors must be registered in the System for Award Management (SAM) database to be considered for this opportunity.
This procurement is not set aside for small business concerns, despite the intended awardee being a small business under NAICS code 334220 with a size standard of 1,250 employees. Morehead Space Technologies, LLC is positioned as the sole source contractor due to their proprietary knowledge and previous work with similar satellite antenna systems. The estimated cost for the refurbishment represents 28-40% of the cost of designing and installing a completely new system, making it a cost-effective solution. The contract will be structured as a firm fixed-price purchase order with a 12-month performance period from July 10, 2025, to July 9, 2026. Work will be performed at the Naval Academy in Annapolis, Maryland, with deliverables including a fully functional dual-band antenna system, comprehensive documentation, operations manuals, and a two-year warranty with ongoing consultation services.
