This is market research only and does not constitute a commitment to contract or issue a future Request for Proposal. The Navy seeks to deliver comprehensive respite care services to active-duty Navy sponsors enrolled in EFMP with eligible children and/or adult exceptional family members designated as Level of Need 3 or 4, residing throughout the United States including Hawaii. LON 3 recipients receive up to 20 hours per month; LON 4 recipients receive up to 32 hours per month, with hours non-rolling. Covered services include personal care support, health monitoring, light meal preparation for the EFM only, light housekeeping in areas directly used by the EFM, and laundry; excluded services include childcare for adult EFMs' children and general household chores.

The contractor must recruit and manage a nationwide provider network with minimum qualifications: age 18, high school diploma, current CPR and First Aid certifications, annual abuse prevention and medication administration training, and comprehensive background checks (no older than five years) including fingerprint-based FBI criminal history, state criminal history, child abuse/neglect repository checks, and sex offender registry checks. Administrative responsibilities include operating a public-facing website, managing eligibility verification, processing provider payments, and delivering monthly summary and payment data reports, annual program reports, and annual operational guidance. All systems must comply with Department of War security regulations, the Privacy Act of 1974, and Section 508 accessibility requirements.

Responses must not exceed 15 pages in Microsoft Word or Adobe PDF format, submitted to Contracting Officer Stephanie Blakey at stephanie.a.blakey.naf@us.navy.mil. Written questions must be submitted by June 30, 2026; price or cost discussions are prohibited.
