This Request for Information (RFI) is for Market Research and planning purposes only and is not to be construed as a commitment by the Government. This is NOT a Request for Proposal, Invitation for Bid, or an announcement of a solicitation. Response to this RFI is strictly voluntary and will not affect any potential offeror's ability to submit an offer if and when a solicitation is released. There is no bid package or solicitation of document associated with this announcement. The purpose of this document is to identify potential sources, conduct market research, and develop a complete requirement. Any requests for a solicitation package will be disregarded. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of preparing submissions in response to this RFI and the Government's use of such information. Submittals will not be returned to the sender.
When the solicitation is released, it will be synopsized on the FedBizOpps. It is the responsibility of potential offerors to monitor the Govermentwide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code is 812930 Parking Lots and Garages.
Purpose
The purpose of this RFI is to obtain industry comments on best practices for the District of Columbia Superior Court, United States Marshals Service (USMS) to determine interest in participation, and determine the availability of potential businesses that can provide parking services for the USMS. The information from this market research will help the USMS with their acquisition strategy. Businesses are strongly encouraged to provide comments, questions and suggestions relative to the RFI scope, methodologies and technologies, and approach. Any input that businesses or interested parties would like to provide will be reviewed and considered.
Scope and Background
The contractor shall provide secure 24-hour parking for an estimated total of 76 vehicles (personally-owned & Government owned). Spaces must be accessible twenty-four hours per day, seven days per week, including holidays. After hour access must be controlled via guard, keycard, or other electronic device.
The facility must be located within four (4) blocks of 500 Indiana Avenue, NW, Washington, DC. All parking spaces shall be covered.
Spaces must accommodate mid-size Sport Utility Vehicles (SUV) and full-size passenger vehicles. Vehicles may be stacked parked, and vendor may also park on the other side drive aisles from where the USMS will be utilizing their spaces. Adequate space shall remain between USMS vehicles so that the vehicles may be accessed to open the door. No handicap spaces are required. Valet service is not required.
The contractor shall have a parking attendant on site between the hours of 8:00 am and 4:30 pm, at a minimum, five days a week, excluding Federal Government Holidays.
If parking hang tags/stickers, access cards, etc., are required by the contractor, they shall be coordinated through the Contracting Officer's Representative (COR), and shall be included under this contract at no extra cost.
The contractor shall make all reasonable attempts to assist USMS personnel in the event that their vehicle is inoperable due to a battery issue, i.e., jump starting the vehicle.
All parking spaces shall be provided on a firm-fixed price basis in accordance with the Terms and Conditions and Statement of Work. Anticipated period of performance will be base year plus four (4) one year option periods.

Past Performance Summary
Respondents may submit a summary of recent and relevant past performance supporting their stated capabilities to successfully perform an effort of this size and scope. Include Contracting Activities/Agencies, Contract Numbers, Contract Value, Contract Period of Performance, Scope of services provided during the period of performance, and a Point of Contact at the Contracting Activity who can verify the information provided.
Instructions
After reviewing the Scope and Background contained herein, interested parties shall submit a capability statement in Microsoft Word or PFD format in response to this RFI by email no later than 12:00 PM, CST, Thursday, April 4, 2019 to marco.bazan@usdoj.gov titled "[Company Name] D07 Parking RFI Response". Any company proprietary information must be marked as such. Capability Statements shall not exceed ten (10) 8 1 /2 x 11 pages, with one inch margins, and not exceed 12 point font.
In response to this sources sought, please provide:
•1. Name of business, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status and the corresponding NAICS code.
•2. Identify whether your business is interested in competing for this requirement.
•3. How can you assist in providing 76 parking slots that will require 24 hour, 7 day a week access?
•4. How do you manage invoices?
Potential vendors are encouraged to provide any additional information related to the above requirement.
