About this opportunity
The United States Marine Corps seeks recovery and transportation of one M4A3 Sherman tank (serial number 50296) from Marine Corps Base Twentynine Palms, California to the National Museum of the Marine Corps Museum Support Facility in Dumfries, Virginia, plus salvage and shipment of specified components from a second tank (serial number 62179), with proposals due September 3, 2026. The procurement is set aside 100 percent for small business concerns, specifically women-owned small businesses (WOSB).
Place of performance is MCB Twentynine Palms, California (pickup) and Dumfries, Virginia (delivery). Attendance at a mandatory site visit on August 14, 2026 at 10:00 a.m. Pacific Time at MCB Twentynine Palms Visitor Center is required for consideration for award; vendors must RSVP by 3:00 p.m. Eastern Time on Tuesday, August 11, 2026, providing company name, CAGE code, UEI, and attendee names (maximum two representatives per firm).
Tank 50296 weighs 34 tons (68,000 lbs) and requires recovery using a 120-ton or larger crane and RGN semi-trailer transport. Salvage operations on tank 62179 require recovery of two track runs, four complete bogey trucks with road wheels and return rollers, one idler wheel, two drive sprockets, one bulldozer mount, one engine deck door stop (via torch-cutting), and one belly/escape hatch plate, all to be palletized and shipped to Dumfries. The contract is firm fixed price with delivery required within 90 days of award (by December 31, 2026). Contractor personnel must include certified riggers, crane operators, forklift operators, and salvage technicians with five years of oxy-acetylene torch experience and applicable hot work certifications per OSHA 1910.252 and MCB Twentynine Palms fire marshal approval. A $250,000 certificate of insurance is required. Range Control tentatively confirmed availability October 31–December 7, 2026, subject to change. Prevailing wage rates apply per Department of Labor wage determinations for both California and Virginia. Evaluation criteria are technical compliance, past performance, and price reasonableness, with award on an all-or-none basis. An amendment issued August 24, 2026 updated the Performance Work Statement and added Q&A clarifications from the mandatory site visit.
