Program Executive Officer Land Systems Marine Corps  has a requirement for MRAP Cougar Egress Upgrade kits.  This is a Special Notice only; no proposals are being requested at this time.


The Mine Resistant Ambush Protected (MRAP) vehicle program will be hosting an Industry Day September 17-19, 2013, from 0900 to 1500 for parties interested in responding to the upcoming solicitation.  The purpose of the industry day event is to allow interested parties the opportunity to access the Cougar Family of Vehicles (FoV).  Interested parties will be allowed 1 hour per vehicle to measure and inspect the actual Cougar Vehicle Variants, CAT I A1/2; CAT II A1/2; CAT I A1 Saber/Tow; and a CAT II A2 Ambulance.  It is anticipated that this event will be the only opportunity for interested parties to access these Cougar vehicles in preparation for the upcoming solicitation. 


The Industry Day will be held at the Aberdeen Proving Ground, MD.  The Government will not pay for any expenses incurred to attend this event or respond to this notice.


The purpose of Industry Day is to exchange information with industry for the upcoming solicitation.  PLEASE NOTE:  Interested parties that receive Government Furnished Information (GFI) during the Industry Day shall agree that they shall not, without the written permission of the Government, use, modify, reproduce, release, perform, or display any of the GFI for any commercial purpose.  Interested parties shall further agree that they shall not disclose any of the GFI to any person other than its subcontractors, suppliers, or prospective subcontractors or suppliers, who require the GFI to submit offers for, or perform, contracts under this effort.  Prior to disclosing any of the GFI, the interested party shall require the persons to whom disclosure will be made to provide the Government with its agreement to the terms of this paragraph. 


Industry Day participation is limited to interested parties companies that are registered in the Central Contractor Registry (CCR).  As facility space is restricted, attendance is limited to four (4) individuals per interested party.  Interested parties are required to register with the PEO LS Contracting Office for Industry Day attendance via e-mail requests. Subject of the e-mail shall be:  MRAP Cougar Egress Upgrade Kit Industry Day September 17-19, 2013.  The PEO LS Contracting Office contacts are: Ms. Alicia Sims at Alicia.Sims@usmc.mil and Mr. Carl Bradshaw at Carl.Bradshaw@usmc.mil.  Attendance is limited and will be granted to the interested parties that meet the eligibility criteria on a first-come, first-serve basis and who register by 4:00 PM EST September 10, 2013. 


All Industry Day questions must be submitted within five (5) business days of the conclusion of Industry Day.  All industry and interested party questions and comments shall be submitted to the PEO LS Contracting Office.  Government responses to industry questions will be published via the Federal Business Opportunities (FBO) website located at www.fbo.gov for public viewing after the completion of this event.  No one-on-one discussions will be held between Government officials and industry representatives.   


It is anticipated that the solicitation for this requirement will be issued on or about October 3, 2013 via the FBO website.

Marine Corps Systems Command (MCSC), Quantico, VA, has a requirement for MRAP Cougar Egress Upgrade kits.  The requirement consists of design, integration, test, support, procure, and deliver egress modifications to the front doors, rear doors, and exhaust system.  This is a Special Notice only; no proposals are being requested at this time.

As facility space is restricted, attendance is limited to four (4) individuals per company.  The Government requests that attendance be minimized to essential personnel.  Registration is required for attendance.
