About this opportunity

Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole-source Delivery Order to Sikorsky Aircraft Corporation (SAC), a Lockheed Martin company, for CH-53K heavy-lift aircraft avionics and systems laboratory upgrades, with a response deadline of July 30, 2026. The procurement is not set-aside and will be executed as a Delivery Order under an existing Basic Ordering Agreement with SAC.

NAVAIR will upgrade the Avionics, Flight Controls, Hydraulics and Electrical System Integration Labs (SILs), Maintenance Data Computer (MDC), and Warnings Cautions and Advisories (WCA) test stands to production-representative configuration for aircraft parts designated as priority by NAVAIR. The scope includes procurement and installation of hardware, software updates, documentation updates, and validation testing.

NAVAIR asserts sole-source justification under 10 U.S.C. 3204(a)(1) and FAR 6.103-1 on the grounds that SAC is the sole designer, developer, and manufacturer of the CH-53K weapon system and the only responsible source possessing the requisite knowledge, technical data, capability, experience, special tooling, and test facilities necessary to meet the Government's requirements within the required timeframes.

SAC's address is 6900 Main Street, Stratford, Connecticut 06614.
