About this opportunity

The U.S. Geological Survey (USGS) intends to award a non-competitive purchase order to TechInsights for a one-year subscription to the TechInsights Decision Support System (Critical Material Coverage) and Critical Materials Council Associate Membership, with performance from September 8, 2026 through September 7, 2027, with responses due by September 4, 2026. No set-aside applies.

TechInsights is located in Greenwood Village, Colorado. USGS market research identified no other vendor providing the same combination of semiconductor materials intelligence, rare gas supply chain analysis, advanced semiconductor process material analysis, and industry engagement through the Critical Materials Council. The platform integrates semiconductor manufacturing analysis, materials supply chain intelligence, facility-level information, geopolitical analysis, pricing data, technology trend analysis, and expert analyst access across the semiconductor value chain from raw materials through finished devices.

USGS added rare gases and semiconductor-related critical materials to the National Minerals Information Center portfolio recently. The subscription supports NMIC products and analyses including the Mineral Commodity Summaries, Minerals Yearbook, the List of Critical Minerals, Defense Logistics Agency assessments, interagency supply chain analysis, and requests from federal policymakers and leadership.

Award will proceed non-competitively under FAR Overhaul 12.102(a). Although responsible sources may submit quotations under RFO 5.101(c)(4)(vi), this notice is for informational purposes only and does not constitute a request for competitive quotations. Contact Contracting Officer Leah Will.
