About this opportunity
The U.S. Fish and Wildlife Service seeks roof replacement at Bears Bluff National Fish Hatchery in South Carolina, with proposals due July 21, 2026 at 12:00 PM EST. The procurement is a total small business set-aside with firm-fixed-price pricing. Questions are due July 14, 2026.
Place of performance is Wadmalaw Island, South Carolina. The scope covers complete standing seam metal roof replacement on two residential quarters buildings (approximately 1,600 square feet per building, 3,200 combined). The contractor must complete work within 90 calendar days following Notice to Proceed. The roofing system must be engineered and installed to meet or exceed 140 mph wind speed requirements, incorporate factory-finished 24-gauge panels with PVDF/Kynar 500 coating, minimum 1.5-inch seam height, concealed clip fastening with stainless steel or corrosion-resistant fasteners, and self-adhesive synthetic underlayment. Metal panels must have minimum 0.024 thickness; Amendment 2 (July 8) added optional pricing for 0.032 aluminum thickness. The contractor must provide minimum 20-year finish warranty, minimum 20-year weathertightness warranty, and minimum 5-year workmanship warranty, and must obtain all permits and coordinate inspections. All work must comply with South Carolina State Building Code, Charleston County Building Department requirements, International Residential Code, FEMA coastal construction guidance, and OSHA standards. Work must begin within 10 calendar days of Notice to Proceed and occur during normal office hours (Monday–Friday, 7:30 a.m.–4:00 p.m.).
Award uses Lowest-Price Technically Acceptable evaluation, weighing technical capability and project schedule equally against price. Offerors must submit three examples of similar roofing projects completed within the past five years and a detailed project schedule demonstrating 90-day completion. Bid guarantee required is 20 percent of bid price or $70,000, whichever is less. Davis-Bacon prevailing wage rates apply (Charleston County). Performance and payment bonds at 100 percent of contract price are due within 10 days of award. NAICS code is 238160; PSC code is Y1QA.
