This proposed solicitation is for the construction of a new approximately 5,000 square foot storage building at the Sisters Ranger District site in Sisters, Oregon for the Department of Agriculture Forest Service R6-Pacific Northwest Region. The single-story wood framed building will include a foundation, slab, roofing, siding, heating/cooling systems, and site work including utilities and a parking lot. Construction practices must meet Green Building certification requirements. The Government will evaluate proposals based on technical qualifications and past performance achieving similar projects on schedule. The pre-proposal conference is scheduled for June 1, 2022 and the solicitation will be available on sam.gov on or about May 18, 2022.
This opportunity is set aside for total small business concerns. The NAICS code is 236220 with an estimated value between $1,000,000 and $5,000,000. Contractors must be registered in SAM and complete Representations and Certifications in the system by the June 16, 2022 due date. A performance and payment bond each valued at 100% of the contract award will be required. The selected contractor must complete all work by November 1, 2023.

This proposed solicitation includes all labor, equipment and materials required to construct a new approximately 5,000 square foot Storage Building at the current Sisters Ranger District site in Sisters, Oregon. Work includes but is not limited to the following construction methods and descriptions. The building will be a single-story wood framed building, spread footing foundation with a concrete slab on grade. External building materials will include an asphalt shingle roof and a combination of fiber cement lap and concrete masonry veneer siding. The basis of heating and cooling will be a combination of electric wall heaters, electric radiant heaters and a ductless split system for the IT room. Site work will include some clearing, demolition of existing structures, relocation of existing storage containers, demolition of existing utilities, excavation/embankment work, new underground utility construction including sanitary sewer, water, power/phone/cable, storm water improvements, parking lot construction including gravel surfacing. This contract also requires that the Contractor perform construction practices and reporting that help obtain a Green Building certification.
The project is located on the Deschutes National Forest, Sisters Ranger District, Deschutes County, Oregon. The Government’s estimated magnitude of this project is between $1,000,000 and $5,000,000. Both a Performance Bond and Payment Bond in the amount of 100% of the contract value will be required after contract award. Contract performance shall be complete by 1 November 2023 and estimated start work date is 29 August 2022.
A pre-proposal conference for this project will be held. It is tentatively scheduled for 1 June 2022 at 10:00am at the Sisters Ranger District. Please check the solicitation document when it is uploaded to confirm the finalized meeting details.

NOTE: prospective awardee shall be registered and active in the System for Award Management (SAM) data base when submitting an offer, and shall continue to be registered until time of award, during performance, and through final payment of a contract resulting from this solicitation. All contractors and vendors must complete the electronic version of the Representations and Certifications in the SAM system. If at the time of receipt of offers, an Offeror is not actively and successfully registered in the SAM database, the Offeror will not be considered for award.
